Families Forward is the largest homeless shelter in the city serving families. We have 65 families residing in our Family Residence with their own private rooms and serving another 80 families in transitional and permanent housing throughout West Philadelphia.

I don't know much about them though but it's a place to start. Also it's not always the best resource but they can check Craigslist for room renting situations or apartment rentals that may be in their range. Just be cautious with using Craigslist . I hope that helps a bit.
