My family had great experience with Providence Health and Services but they do not cover Whatcom county. We found them through my Mom's primary care physician. They had ordered at home physical therapy and occupational therapy for my mom. We didn't use their home aid services but after having had great experience, I would trust to use their services. I would advise your friend to ask what the physician or nurse from their primary clinic would suggest.
