Persimmon Country Club..east of Happy Valley can hold up to 300. No room rental fee, just asked to met a food & beverage minimum. Have them call 503-674-3233 and ask for me if they would like to schedule a site tour.

First Christian Church downtown has a large "multipurpose room" that can hold that number and you can bring in whatever vendors you want. You will not find pictures online. Will need to visit.
