AA Wheel and Fleetpride in Omaha are both Dexter Axle distributors. I'm sure they can set you up. Brakes aren't required, but you won't regret having them!

If you go with the smaller 13" tires, you can get D rated tires from etrailer.com

I have a casita 16 footer and Casits told me that the axle (dexter torson) bought from them would cost me $765.00 plus $200.00 for shipping and handling. I went to a custom trailer place and gave them the actual part number of the (High life) axle that I needed and he quoted me From Dexter Axle Company was $545.53 Plus State tax was told it could take 3 weeks for them to get it and I needed to put some money down. B4 they ordere. Was also tols it would come With brakes. and if I wanted to use them (the brakes) I'd need to get a breake controller. BUT he said if all I will do (for now) is local camping I won't need it. (now bear in mind I live in North Florida somewhat flat area) However; He's never seen my camper yet. BUT he did tell me that if I want to go to the hilly or mountainous area I probably should have breaks and the controller. Good luck. recstuff.com explains the difference between radial and bias ply tires also. I use the goodyear marathon 185 r on my 13' scamp and like them.
Looking for someone to dismount my tires, remount them on the rims and balance them for me. Some one or some place cheap, as it won't take long to do it.
