  http://familiesforwardphilly.org/ They can try getting assistance from the organization above. I don't know much about them though but it's a place to start. Also it's not always the best resource but they can check Craigslist for room renting situations or apartment rentals that may be in their range. Just be cautious with using Craigslist . I hope that helps a bit.
