  Depending on the size and brand of the tire yes 1000 is fair. Plus 19 s are not an overly popular size so they can sometimes cost more.   There is Pepboys on 1200 w. Washington near there : 213-749-1594. At least they can check what's wrong with it. It could be some computer system and one click can fix it up.
