  I went to this place 4 years ago: LasikPlus Vision Center on West Rd (near Towson/Timonium) www.lasikplus.com My eyes were -7.50 and -7.00 with very little astigmatism. I ended up paying cash, but they had 0% financing options too. My final price was something like $3400 I think. Let me tell you it was the best investment I've ever made. A truly transformative thing. Never having to worry about lenses of any kind - ever - changed my life. They also offer lifetime "tune ups" for free if your eyes ever go +/- 1.00 out of range after the surgery. Can't beat that.
