I did find a decent rate at another bank, and when I called Hapoalim to tell them I would not be taking their mortgage, all of a sudden they began to negotiate. I couldn't get them to return my calls at the beginning of the process, but when it was down to the last minute they moved heaven and earth to match - and even beat - some incredibly good offers by other banks. So, if you do use them, I recommend waiting until the last minute to really negotiate, then tell them (and you need to show them) that you have a better offer, and they will most likely begin to compromise.
