  Need an HVAC referral in the Dallas area. AC isn't cooling very well upstairs. Outside Unit fan is free and spins slowly with some assistance to get started and then stays spinning under load, but doesn't kick up to high speed to allow ac to fully kick on. Need someone trust worthy to diagnose possibly repair. Thanks in advance!
