  This guy, Shuna, was running a shop in St. Pete on Central Ave. across from Taco Bus but I'm not sure if he's still there. https://www.facebook.com/pages/Grand-Central-Cycles/131516256910803 He had a bunch of old frames and parts and would build bikes according to your budget. If he's closed down I would check out the Bike Room on 4 th.
