  Not sure if they are open today, but try the Patro building,@40 Couburg and St. Patricks, They are City of Ottawa and I think they will help out anyone. I think they do emergancies, call 311 to find out more or the direct line is 613-580-9633. You may have to try a few times, because sometimes they are on the phone constantly. Good luck!
