An Uber or Lyft ride to most Bloomington or Eagan hotels should be less than $10 and easier than waiting for a hotel shuttle. If you go with the JW Marriot or Radisson Blu attached to the Mall of America, you can take the light rail train just a mile or so south to the MoA terminus. Be forewarned: you'll have a significant amount of walking both at the airport and at the mall of America. I wouldn't do it without a stroller. There are dozens of hotels nearby and you pretty much get what you pay for from fleabag to really high-end.
