I would use PVC-E glue, a kind of white glue that remains flexible after it has dried. We use it in the organ trade where it is known as Felt and Leather Glue. You might be able to get it at a store catering to leather-workers. There's an industrial a dhesive known as G-1, which also would be good for the purpose.
