The print shops aren't reporting to your nationals, it's the licensing company (affinity consultants, who police and license seemingly every greek letter anything). They're the ones in direct contact with the organizations PR/Brand management folks, and more or less just middle-man nationals decision. Shops that already have greek licensing aren't going to risk losing their ass by printing something unapproved, so find a local shop that isn't licensed (or has no regard for infringing upon) and throw 'em your business. They'll appreciate the work and can help you in the long run if you get a good working relationship with them.
