I've had better luck with a three piece (french link or dogbone) snaffle with a slight curve forward than a regular snaffle. That sometimes helps. Most recently we used a regular D-ring snaffle and just let the mare wear it for a little longer each day. She finally got used to it. My Kiger Indy is comfortable with his hackamore - we also checked teeth and chiropractor and tounge, removed the wolf teeth, and everything else, finally we realized it is his canine tooth that is the problem for him - so, we stay with the hackamore because then he can put his tongue were he needs to.
