I am donating to Children with Hair Loss. Their wigs are donated to children at no cost, and their min is 8 in. I was surprised to see which charities sell the wigs made from donated hair.

http://charity.lovetoknow.com/Places_to_Donate_Hair I would look at this before you donate. It has the specifications for each charity and not all charities give away the wigs as you may think. It also tells you the required length and where to send it. I got rid of all of mine
