Could someone please give me advice on social services/police when you've witnessed a case of child abuse (I'm assuming) ?? Thanks.

As someone who works with children with disabilities and has done a number of safeguarding courses, I can assure you the OP is acting responsibly and should be reporting this incident to police and Social Service (via the Safeguarding team number above). If the parent has reason to behave this way it will be logged and the matter will not be taken further. If this family are unknown to the Safeguarding team then this could be the incident that brings them to their attention and could get the family the support they need. Whether or not the family can be identified is irrelevant. That is a situation for the police to resolve. I actually have a legal responsibility to report anything I consider a safeguarding concern, even if a child is self-harming. Anyone harming a child (even themselves) is a safeguarding concern and should be reported. Well done to Livvie!
