Chip S. answered: Either way if its leaking at the base, its likely not seated right on the hole. If the toilet has been shifting, just be aware that you may still need to do the ring at some point. Again, very easy.

Chip S. answered: Real easy fix. Other issue might be the connection on the water line at the base of the tank. I'd put a paper towel down and see if you can pin point which part its coming from.
