This is out in front of my Apartment in Daly City. It is the back of the restaurant King Wah. The garbage raps around the shed used to store the dumpster. It smells horrible and attracts pest like seagulls, racoons, and skunks just to name a few. Does anyone know who I can call to have this taken care. I have tried to talk to them but they will not listen to me. Any and all help would be appreciated.

Call the city or county health department. They should be able to help. One long shot could be calling the property manager of the strip mall.
