  Just something to think about... If you had gravel you still have gravel. It needs to be brought to surface. When spreading gravel on packed gravel it may just push off to the side with traffic. When painting a hard surface it is wise to rough it up first. It is the same with gravel. This can also cut down high areas and fill the low areas. Then top dress where needed.
