  Tina Greer at Ritual Arts. I've had quite a few friends go to her for work and her artwork is amazing. And, how often can you find a tattoo shop on Yelp with FIVE stars? Happy clients! I can't recall what pricing was... But a good artist charges about $150+ per hour. http://ritualartspdx.com
