I hear nothing but praise for http://thefivewits.net/ and have used http://arda-wigs.com/ myself. Both are fan-run and have real folks on the other end providing customer service. They take paypal and don't charge an arm and a leg for shipping. If it MUST be ebay -- dunno... but if your friend is open to a storefront ~ I can vouch for both. Five Wits has adorable shirts too.

Stay away from Cosworx/Cosplay.com. Un-good things have been going down there :/

Zhoujuntao2010 has great kanekalon wigs that ship rather fast (2 weeks) from Hong Kong. I bought the most gorgeous wig for Gakupo from them. My favorite US based wigs site for normal looking wigs is Wigs-Us.com (Tamaki and Shigure), they come to you in about 2 days. I have only bought one wig from Cosworx back when I was a wee cosplay nooblet, it was pretty good and thick with wig fibers. It however wasn't worth the money. Finally Cosplay Wigs as suggested ^ is awesome. I bought two kanekelon heat resistant wigs from them and they are so thick and soft.

I just left Rumors after 9 years. I found Envision A Paul Mitchell Focus Salon on 146 between CP and Mechanicville. You can walk in, rates are reasonable. But the stylists all appear to be awesome and I am really happy. I think any of them would be fine. Very patient, ask you a lot of questions, collaborate amongst themselves, and make sure you're happy. Seriously. Best of luck, I understand.
