Try Special Teas Tea Room in Chadds Ford. It's in that small shopping center across 202 from Glen Eagle. I'm pretty sure they have special pricing and menu for kids tea parties. I think it's under $15 per too.

My daughter went to a tea party at a place called A Taste of Britain Cafe in Wayne PA. It was really nice. All the little girls dressed up and brought their favorite doll. Idk how much it costs though!
