I made a website for "The Lewis Family" using shutterfly.com. You click on "Share Sites" to start your own. Lots of options: upload/share photos, make polls, calendar, Discussion boards, etc. Make it private or public. Very user friendly and free!

There you go, I would look more into Shutterfly, wix.com, and weebly.com - I don't deal with any drag and drop systems, so I don't have any feedback on those. Godaddy has a 'site builder' addon for putting a site together, and most decent web hosts (like Hostmonster) have a one-click install process to build a Wordpress site which would allow you to build pages, plus Wordpress has a lot of free, nice looking website themes and plugins to accomplish anything you need (even ecommerce). The web developer in me can't resist mentioning the caveat that most free or cheap drag-n-drop websites are very limiting, but it sounds like Shutterfly or something similar would fit what you need.
