Turf Terminators have some bad reviews. They use under developed plants and push non-environmentally safe hard scape. No landscapers do it for nothing. The L.A. rebate is approx. $3.25 per sq ft of grass replaced...but application approval has to be done first. As you can guess the waiting time is long now because everybody wants the rebate. Read you DWP bill for details-'before' pictures are required. Your rebate will be refused if you don't do that. In January I took pictures of my lawn going to grassy weeds which I then had pulled and cleaned to clean soil...and waiting for approval. If I had taken a picture of clean soil-it would have been refused.

Just read this months Martha Stewart Living magazine and there was an article about an LA home that had done this. It was really beautiful and probably super expensive but you may get some ideas and they had lists of plants and ideas. It looked more European than desert. The landscaper was LA based. Good luck!
