Just a hint before you spend a ton of money, get some screen for windows and make pouches filled with salt (the kind you use to melt ice). Make 5-10 of these filled with about 10 lbs of salt each and place them one the roof, this will probably get rid of your ice damns. As other have said what you want to do pull a lot of amps and you may need a dedicated circuit. As you know then you'll need a permit and they'll have to run pipe up to your roof on top of the fact that you will have to remove the wire in the spring and replace it every two-three seasons.

Check with Home Depot. They'll have recommendations and I think all their contractors are required to have the full shebang, licensed, bonded and insured. This is something fairly simple assuming you have external outlets near your downspouts or on your roof.

I dont have a recommendation for a contractor - but I'm a bit curious as to why the association is picky in that it must be a licensed contractor - but they want to throw money away at the symptom and not resolve the root problem right away?
