The American Center at 19 Keren HaYesod has a lending library with lots of fiction and DVDs. There's also an English language section of the British Council Library housed at Beit Ha'am on Betzalel and Uzzishkin (where the Gerard Behar Performing Arts Center is). Anglo communities with public libraries have annual book sales- in Ramat Beit Shemesh the library just had a sale where all books were ₪5. And Maaleh Adumim has an annual book sale where thousands of books are sold cheaply with the proceeds for charity.

All over town are shelves (in the entrances of supermarkets, at cafes, etc.) w/ books for 20 nis each, with the actual store downtown on Rh. Shmuel Hanagid . You can return books for credit towards new books.
