I am also a pet owner who had to evacuate and I was fortunte enough to find lodging (hotel) that does accept pets. However a governor can't require any hotel/motel to accept pets no matter what the cirucmstance. As far as the service dog you can be asked what is the dog specifically trained to do. Just want to leave this here. I wouldn't want anyone to be kicked out of a hotel for having pets that are not allowed. http://www.snopes.com/fema-pets/
