I don't remember Peche Mignon, but I found this review from the New York Times: http://www.nytimes.com/1984/01/08/nyregion/dining-out-the-accent-is-particularly-french.html

remember eating at a place called Il Cortile on Mulberry St (the Courtyard) with my wife and then 5 year old daughter...wife is Mexican born/raised - food in this place was superb (I believe they had cast parties for the Sopranos here) but my wife didn't understand why I was absolutely raving about the food (and she still doesn't understand what comprises top-quality Italian food to this day)

^ Kathy Kuthy: TRUE TRUE TRUE ! A Restaurant ( or a Bar or ANY OTHER public establishment ) is open to ALL MEMBERS of the public- to ANYBODY & EVERYBODY ! in the....particular instance ....of what we are talking about HERE, THAT MEANS THAT AS LONG AS THOSE PATRONIZING THE PLACE ARE NOT SHOOTING EACH OTHER OR OPENLY BREAKING THE LAW WHILE THEY ARE IN A PLACE-THEY HAVE AS MUCH RIGHT AS ANYONE ELSE DOES TO GO THERE .
