Justin Pinter many of the local companies I've talked to in Hong Kong, where some are very local and others have global presence, the prices vary quite a bit and they all say the same thing about it depending on the number of features you want on your mobile phone. Getting an all in one shop can be difficult as I have come across some developers who are not very good on the UX/UI side but can code anything. I'd really look closer at the portfolio and experience some current running apps to experience it for yourself. As for quotes, it seems many companies here are charging 3K-10K for a simple featured app/per platform. Realistically speaking, I would increase this amount by 50% to get a useful app done, which is around the quotes you have been given. Companies here tend to low ball to get you reeled in and then realize project will cost much more.
