I can't remember the guys name but Have Fun Be Lucky in Hampden was amazing. The guy took my idea and came back with a sketch that was even more epic than I'd imagined. I liked Baltimore Tattoo Museum but felt the price was on the high side. Hope that helps!

Not knowing what you are looking for, I have to give credit to Rose Red tattoo outside Ellicott City. Female run which is not the norm. They also do a lot of reconstructive tattoos for people that have had masectomies. I recommend them for females looking to get a tattoo, but they also tattoo men.
