My buddy Terry at [made true tattoo](https://g.co/kgs/ucWiAc) in Frederick is famous for American traditional. His line work is impossibly clean. If that's not your style he has a real eye for talent and always has a guest chair with some really amazing artist or other. And he can do other styles but if you mention his name to other tattoo artists they always talk about how amazing his American traditional is.

Tons of good places in Frederick downtown, I would take a look at portfolios there to see if anyone does what you're looking for. I got a great one at Classic Electric, but have also heard great things about Time Bomb.

Most shops in Baltimore County and Baltimore City won't do it unless they are 18 even parental consent and being there. My daughter was 17, last year. Apparently Maryland Law now. They changed the laws. Harford County Iron Lotus is great. That's where we went.

Tom Chetelat at https://www.facebook.com/716995091793470 Studio 7 Tattoo and Art Gallery is a master of cover ups. He does all my work and is incredibly detailed. However it depends on the style of tattoo you want. Tony Insley is another artist there and has decades in the industry.
