You have rights to do both a public and private Ulpan if you were an Oleh of 2017. You can only take a private Ulpan and be fully reimbursed as long as you start before December 2017. After that you can do a public Ulpan if you choose because it works on a voucher system. I work for Ulpan La-Inyan (www.ulpan.com) so of course I am a bit bias but you could speak to people who have done it.
