You could try Hey Gorgeous salon off of Argonne in the valley. My sister in law is one of three nail techs there, all really nice ladies and if you check out their FB page they are always running Mani/Pedi specials.

A lot of little hair salons will have a nail person or two - generally someone who has their own business and clientele doing nails. There's a really nice lady at the 16 th & Perry salon. Honestly, though - when I get my nails done I do very little talking with the girls who don't speak english - just enough to say "short, rounded, use this color." After that there's not a whole lot of conversation because they don't speak the language anyway. She might be just fine!
