Your budget is a decent one. You could really find a dress to stay within that range at most places. I went to Love Couture Bridal in Potomac, MD (which is a pretty high end shop) with my heart set on a Watters gown (I love that designer.). I bought a sample off the shelf bc the zipper was broken. The dress was originally 1600 and I got it for $750 after taxes and with the alterations and fixing the zipper I am only paying $210.00. So with alterations and all my dress will be $960. Explore all options and make sure you get exactly what you want. $1000 can go a long way!
